continue cooler weather and a freeze on what goes into effect later on tonight. we will continue with a very cool mornings and the potential for showers closer to the weekend. here's a look at the 7 day forecast. we will be dealing with the possibility of showers. it will definitely felt a lot like winter here. saturday and sunday we're looking at a 20% chance of showers and your afternoon highs will stay in the '50s. >> there is a good start for the bay bridge. it feels like someone is shoving your car when you go across. there is no wait at the toll plaza. the san mateo bridge highway 92 is looking great.

also eastbound towards hayward has no delays. >> although temperatures will be called a new report from the state department of water resources says and that california could be facing a third straight dry winter. kron4 charles clifford has details. >> last year we had a very rainy december. both winters were considered lighter than normal. about 69% and that is not too bad but a less its starts to rain, we could be in trouble. there will be a third dry winter for us. >> in the past water conditions out of the pacific ocean has been a good indicator whether or not california would have

rainy weather. that combined with a historical pattern has made it for these predictions. there'll be dry conditions especially in the southern part of the state and there will be near normal to dry conditions for the colorado bay area. third, researchers believe that there's a chance that these conditions laid in the rainy season could bring more sure to the state. finally, even though this report predicts another dry winter there will be just two to three storms that could turn this around. >> charles clifford, kron 4 news.

align >> bay area homeless shelters are expected to fill up quicker than normal in the next several days due to the freeze warning in the area. in the south bay, 125 emergency beds were put in place at the former sunnyvale national guard armory, 100 at the gilroy national guard armory and 50 at the boccardo reception center. in contra costa county, the bay area rescue mission in richmond expect to house more people than normally would be allowable. public safety officials say even those who may have shelter should still dress in layers, use thick blankets, and keep their feet covered with socks. throughout the bay area, homeless shelters were bracing monday for the cold spell. in san jose, ehc lifebuilders launched its cold weather shelter program on monday, creating 125 emergency beds at the former sunnyvale national guard armory, 100 at the gilroy national guard armory and 50 at the boccardo reception center.

line >> unified school district is taking a stand against bullying and sexual harassment. after meeting last night, it was decided board members will get professional training and development. so when students report incidents to the administration, there will be methods put in place to help victims. o the board will have a retreat on january 4th to further discuss these issues. a few weeks later, we're told a meeting will be held to implement the regulations. >> one victim of school bullying believes the administation could have stepped in a lot sooner. jewyles gutierrez was taunted and harassed while at school. this video shows a particular incident in which gutierrez threw the first slap.and said it was in self-defense gutierrez says the faculty did little to help the case when. the student is now afraid to to be at school for fear it will happen again.

jewyles gutierrez was suspended after that fight. the school board says that.overall.bullying and suspension cases are down.but outbursts like these prove more still needs to be done. >> the search is on for a single- engine plane registered to a san jose man -- that went missing in idaho. officials say, five people were aboard the plane. when radar lost track of it, and added, it was losing altitude quickly. the plane was going from baker, oregon, to butte, montana. when the pilot reported an engine failure near the yellow pine air strip in central idaho. >> coming up on the kron4 morning nilnilnews/ loss

angeles police are trying to piece together what caused the car crash that killed actor paul walker and his friend. we will tell you what investigators have ruled out and what they are now focusing on. maligned new details emerge from the train that derailed and killed four people and injured 63 others in new york. why investigators say that the engiengineer of the train could be under fire. >> the latest in a tub were battle with north korea to free a bay area man who has been detained for more than a month. the white house is now stepping in.

authorities say that walker, and driver and roger rodas, were killed immediately in the crash. jim torp, a friend of walker, was among the witnesses that describe what happened leading up to the crash. >> when date passed meet there were no cars beside them in some of them or behind them. an investigation is ongoing, but officials believe speed played a factor. >> the walker's family issued a statement thanking fans for their support. they ask that in lieu of flowers, donations be made to the reach out worldwide

charity. walkers friend and fast and furious start vin diesel stopped by the site in spain to france for shown support for walker's family. >> >> the audio recordings of 911 calls from the sandy hook elementary school shooting will be released tomorrow. this comes after a state attorney dropped his attempt to block the disclosure. last week, connecticut superior court judge eliot prescott upheld the connecticut freedom of information commission's ruling to release calls related to the december 2012 shooting. the associated press had challenged authorities' refusal to release the 911 tapes. the calls are scheduled to be made public at 11 in the morning pacific time. >> today, president obama will highlight people he says have been helped by his health care reform law and

>> welcome back. we now know why this commuter train derailed yesterday in new york city. it was just going too fast. as it came up on a curve. the national transportation safety board says, information from the train's two data recorders shows the train was goiing 82 - miles- an- hour, on a turn when it should have been going no more than 30 mph. four people were killed, including jim lovell, a married father of three boys.

>> this is what his family had to say. >> "i just want to say that he was a very loving father and i miss him a lot, and everybody cared about him. everybody." >> the engineer told officials, he applied the brakes but the train did not slow down. investigators found that the brakes were applied five seconds before impact. they say, they're looking at the engineer's cell phone records. and will continue to question him. >> the state of illinois is home to the worst pension crisis in the u-s. so today, lawmakers are coming together for a special session to address the problem. right now, their plan is to save the state about 160 billion dollars over 30 years by trimming retirement benefits. but labor unions say that's unfair to retirees and that they believe some elements of the plan are unconstitutional. >> some female soldiers at

fort hood, texas are speaking out, saying they were recruited to be a part of a prostitution ring set up by an army sergeant. the soldiers are testifying at the court martial for master sergeant brad grimes. he's accused of preying on young, cash strapped female soldiers at fort hood and using them for prostitution. grimes denies the allegations. his lawyer says grimes is being court-martialed because he refused a deal to testify against another soldier. >> the federal consumer finance watchdog is expanding its oversight to sallie mae and other companies that collect student loan payments. this comes after a rule issued today. the consumer financial protection bureau already oversees banks that service student loans, but it says most student loans are serviced by nonbank companies. it says the scrutiny is needed to ensure servicers comply with consumer laws at a time when more people are falling behind on their student loan payments. borrowers have complained that the companies lose paperwork or fail to credit payments.

>> iran's foreign ministry says a u.s. security deal with kabul is not "useful" for afghanistan, the ministry says this deal was also negatively influence "regional issues." the bilateral security agreement with the united states would keep thousands of troops in afghanistan past a 2014 deadline. iran is concerned about a u.s. military presence on its borders. afghanistan's president hamid karzai has endorsed but is delaying signing the agreement, even though a national assembly of afghan dignitaries approved it last week. >> a pending court ruling isn't stopping australia's first same-sex weddings. those can take place this weekend. the nation's highest court has decided to rule next week on the law allowing gay marriage in the capital. the australian capital territory government passed legislation in october that allows same-sex couples to

align >> the white house is now joining those making a plea. for a palo alto man to come home from north korea. where he is being held by the communist government. this is video of 85 year old merrill newman. making a so-called apology. in the video, the korean war vet said, he was sorry for war crimes he committed. his friends and family say. this apology was clearly scripted. north korea is reveling in newman's detention, some analysts expect newman could be released soon. >> "so this is baffling. but this is a new regime of the new leader. and i suspect he's sending different signals but nobody knows what those signals are." >> another photograph has been released of newman. it shows him enjoying his 10-day tour of north korea. before his detention. a swedish ambassador has met with newman and said, he was being treated well and has received the medications sent by his family.

finally the two sides had reached a deal but bart admits that it was language that they intended not to have. they're investigating why it was there and whether or not it was overlooked. there are stating that it may just have been a clerical error. they stated that if it is put in place and the family medical leave act, cost $48 million and barred workers have six weeks of paid medical leave. right now, they can still get medical leave but they have to use their vacation time. this will allow them to get paid a few weeks. >> they both did a couple weeks ago to approve the contract but they had stripped of their provision out of the contract. that upset bart's union and that is why they are consulting with an attorney and we are not sure what will happen.

80. >> san francisco giants ar third thir base coach tim flannery is continuing his help for injured giants fan bryan stow by giving all the proceeds from his new album to stow's continued recovery from a brutal beating in 2011. stow, a paramedic and father of two, suffered a serious head injury when he was attacked outside of dodger stadium in los angeles after the giants' season opener in 2011. the coach has previously held benefit concerts around the bay area and elsewhere to raise tens of thousands of dollars for stow, whose family has had to bring him back home after his insurance company declined to continue paying for a live-in facility. >> barry bonds has paid $4,100 in penalties stemming from his obstruction of justice conviction two years ago. bonds was fined $4,000, which goes to a crime victims fund, and given a $100 special assessment. the seven-time nl mvp was convicted of one obstruction count in april 2011 by a jury that found an answer he gave was criminally evasive during 2003 testimony before a grand jury investigating the distribution of performance-enhancing drugs.
